Help determine the future of the Cooroy Memorial Hall

UPDATE/OUTCOME: In April 2017 Council committed $192,000 from the Heritage Levy to help repair and upgrade the hall, with the then-newly established Cooroy Memorial Hall Association (CMHA) to match Council’s funding dollar-for-dollar in cash, goods or in-kind services.
This decision followed a comprehensive community consultation process.
The restoration project, which was a great success, finished in April 2018. The Association enlisted a registered builder to carry out maintenance and upgrade the hall’s kitchen, toilets and entry points.
The Cooroy Memorial Hall Association is now managing the revamped hall on a five-year lease arrangement.

At Noosa Council's Ordinary Meeting on 17th October 2016, Noosa Council agreed to take over from Cooroy RSL as trustee of the Cooroy Memorial Hall and undertake community consultation to consider options for the future of the Hall.

The consultation aims to:


  • provide information on the Memorial Hall and the challenges faced;
  • understand the community’s thoughts on the Hall and its future;
  • understand current facility needs in the community;
  • gather ideas regarding possible future options for the Hall;
  • understand community capacity for taking ownership over the hall operations and supporting the funding of hall maintenance and operation costs; and
  • explore the option of replacing the Hall with another community space.


On Saturday, 26th November, Council conducted a community forum on the Memorial Hall with over 120 people participating.


There is now the opportunity to share ideas and continue the community discussion through this YourSayNoosa online portal. You can share ideas, ask and answer questions, discuss your thoughts with other community members, download relevant documents and lodge written submissions. This is also the place where Council will keep the community updated on the project.

Council officers will now start to hold smaller stakeholder meetings with organisations and individuals who have expressed an interest in playing a key role in the future of the Hall.

We look forward to your continuing participation on this important topic. The consultation period will be open until 31 Jan 2017.

Following completion of the consultation period, Council will publish an options paper for further community consideration.The forum is open to all members of the community.

    I suggest that you get in contact with Local Community Insurance Services. LCIS is a specialist insurance provider established in consultation with Local Government Australia to manage insurance needs of clubs, associations and community groups within Australia.     Council is not yet the trustee of the Cooroy Memorial Hall and has no legal control over the building until trusteeship is granted by the State Government. As such Council cannot undertake any building maintenance works yet and has no authority to open the Hall.

    We also need to get clarity around the scope of works and the costs required to bring the Hall back to a condition where it is safe to re-open it to the public and determine the most cost-effective way to achieve this.

    Council is in regular discussion with State Government to effect the transfer of trusteeship and is in discussion with local stakeholders to understand their capacity to assist with the building works and future operation of the Hall.

    Please find below answers to your questions.

    a) The funds to pay insurance costs and grants to community organisations to assist managing the halls come from general rates. There are currently no levies on particular communities to fund hall management costs.

    b) The answer to this question depends upon what final arrangements are made with regard to the management of the Memorial Hall.

    All of the other Community Halls for which Council is responsible have management committees who undertake the day to day operations, programming and booking of the Halls.

    So if an incorporated body comes forward who is prepared to be responsible for the day to day management of the Memorial Hall it is highly likely that Council would enter into a lease arrangement with that group on similar terms and conditions to the other six community halls.

    As part of that arrangement Council would also most likely enter into a three-year maintenance agreement with the group.

    c) Revenue raised by Halls management committees covers general operation and promotional costs, new initiatives and contributes to Hall improvements and upgrades.

    d) The builder concerned is providing a written proposal and clarifying exactly what is included and what is excluded in his figures. We will then post this on the YourSayNoosa portal.

    Once trusteeship of the DOGIT is transferred to Council, the Cooroy Memorial Hall will be insured along with Council’s other halls both for public liability and building insurances.

    The exact insurance premiums will not be known until a valuation for insurance purposes is undertaken, however it is likely to be considerably less than $20,000 because Noosa Council, as a Local Government body, has a self-insurance policy.

    If a community organisation was to take over management of the Cooroy Memorial Hall then they would also require their own Public Liability Insurance and would need to determine the costs for this.

    Hi Traveltext,

    Thanks for your question. In the early 1990s trusteeship of a number of Halls in Noosa Shire was relinquished to Noosa Council. The Cooroy RSL Services and Citizens Memorial Club Inc decided not to relinquish trusteeship of the Memorial Hall at this time, believing they could best manage the Hall.

    Hi Jennifer,

    Thank-you for your question. 

    Firstly, just to clarify the "management" aspect. Council does not manage the community halls or community centres. We either own or hold trusteeship of 6 halls and 2 community centres and there is then varying forms of agreement in place between Council and the community organisations which do manage the facilities. 

    Council covers the Public Liability for the 6 halls that have tenure with Council.

    Council also provides three year maintenance and management grants for the 6 halls and 2 centres. This is a partial contribution to the costs.

    The Halls include:

    1. Kin Kin Memorial School of Arts.
    2. Ridgewood Community Hall.
    3. Federal Memorial Hall.
    4. Pomona Memorial School of Arts.
    5. Cooran Memorial School of Arts.
    6. Tinbeerwah Hall.

    The Centres include:

    1. Pomona Community Centre
    2. Peregian Community Centres

    Thanks for your question. Council will certainly accept written submissions regarding the future of the Cooroy Memorial Hall. 

    Submissions can be made several ways:

    a) loaded directly onto this YourSayNoosa portal through the Submissions tab;

    b) via email to mail@noosa.qld.gov.au;

    c) by post to Noosa Council PO Box 141 Tewantin Qld 4565.
