Noosa Plan 2020 Draft Amendment No. 4 - Employment Land Holts Road Cooroy

Draft Amendment 4 – Holts Road Employment Land proposes to rezone land located at Lots 3 and 4 SP266739 being 94 and 170 Holts Road Cooroy from Rural Zone to part Industry Zone, Low Impact Industry Zone and Environmental Management and Conservation Zone.

Now, we want to hear your views on the draft Amendment between 27 July and 6 September 2026.

During the State Government’s review of the South East Queensland Regional Plan (SEQRP) in 2023, two parcels of land at 94 and 170 Holts Road, Cooroy were included in the urban footprint for the purpose of employment land (industry). You can find out more about the SEQRP here.

In 2023 Council commissioned a review of employment land in Noosa Shire. This review identified a shortfall of Industrial and Innovation land supply to meet Noosa Shire’s needs beyond 2041, with land supply in the Medium Impact Industry zone falling short by 2031.

The review identified land at 94 and 170 Holts Road Cooroy as a potential location to meet future employment needs. This site seeks to address both a local and regional need for employment land and is well-located in proximity to existing industrial activities and the Bruce Highway.

The site is approximately 33.78ha with approximately 20 hectares being suitable for development. The proposed Amendment allows for a range of industrial uses and ancillary business activities to facilitate employment and business growth and respond to the changing nature of industrial development.
